Until recently, a historical conviction for homosexual offence remained on an individual’s criminal record until expungement legislation was enacted to facilitate such convictions be spent. An analysis of parliamentary debates in New Zealand/Aotearoa and across Australia highlights the aim opinions lawmakers their desire bring about therapeutic remedy address ‘criminal stain’ offence. Along with effect conviction, parliaments used law reform debate as broader project inclusiveness lesbian, gay, bisexual, transgender, intersex queer (LGBTIQ) communities.
